Welcome to Breathitt County
Breathitt County, located in the foothills of the Appalachian Mountains in the Eastern Coal Field region, was created on April 1, 1839 by an act of the Legislature and named in honor of Gov. John Breathitt (1832-34). The eighty-ninth county in order of creation, Breathitt County covers an area of 494 square miles and is bordered by Lee, Wolfe, Magoffin, Knott, Perry, and Owsley Counties.
The county seat is located at Jackson near the geographic center of the county on the North Fork of the Kentucky River. Other major waterways include the Middle Fork of the Kentucky River, Quicksand, Troublesome, Lost, and Frozen Creeks.
Today, Breathitt County is an important part of the Eastern Kentucky economy with timber and coal as the primary resources transported across a network of roadways including Highways 15, 30, and 1110 to all parts of the nation. Breathitt County is home to three colleges, five high schools and numerous grade schools and other educational facilities.

Our Services
The third Constitution of the Commonwealth of Kentucky in 1850 established the position of the County Clerk. The County Clerk answers to the Kentucky Constitution, and all the Kentucky Revised Statutes and Administrative Regulations. Duties assigned to this position are varied and provide the link for the business world to operate while protecting their interests.
- The Kentucky Courts, lending institutions, governmental agencies, automobile dealers, real estate agents, and mineral leasing agencies use our offices.
- We operate the tax payer’s bank. Collection of taxes, not only for the Commonwealth and the County, also for all the taxing entities that provide invaluable services to our communities, are collected in our offices.
- The most vital role of the County Clerk’s office is to maintain the legal depository for all County records. Filing of deeds, mortgages, leases, list pendings, wills, notary commissions, and many more records that are beneficial to our society.
- County Clerks are responsible for all vehicle applications for titles and all boats, and we also handle the registrations for all the vehicles within Breathitt County.
- We maintain a close relationship with the Executive branch of the State Government. As laws are passed, we must all work together to meet the needs of our constituents.
